TLDR: Seeking horror book. Early 90's (?). Military weaponized walrus creatures, sporting the faces of dead relatives, tested on unsuspecting small town.
Back in 1991, when I was 13, before going on a trip, I took out some paperbacks from the library. One was about the military testing weaponized creatures by unleashing them on an unsuspecting civilian town. I remember the creators of these creatures plundered the local cemetery for the genetic material to recreate the faces of the deceased. The strategy being that if the creatures had the faces of dead friends and loved ones, the element of psychological terror would aid the weapons. I'm a little fuzzy about what the creatures looked like but I think they were big, black, walrus-like creatures with a horn or blade of some sort growing out of their head and of course, they had the faces of dead people.
If I remember correctly, the story centered around a family whose mother had recently died so there's a scene where the creature with the mom's face is attacking her children.
Eventually, the military realizes their test is out of control and it becomes a race for the townsfolk to escape the town before bombs are dropped to eradicate the creatures and cover up the failed test.
Does this nutso story sound familiar to anyone?
