Interesting. Obviously a pseudonym but a check of his entries in the ISFDB and an online encyclopaedia do not divulge his legal name. Born 1951 and said to be Canadian. Most of his work appears to date to the 1970s and 1980s and this was his only novel, but in 2018 a collection, Tales of Carcosa, presumably Chambers-themed, was published with an afterword.
