Am I just getting all confused or was there an (probably pseudonymous) Angus Wells horror novel relating to cannibalism in the 80's, possibly published by Sphere? I can't say for sure, but maybe you mean Wasteworld, one of those post-apocalyptic series. It was published by Granada, though.

Another new one for me. It never ends, does it?

But that is not a cannibal on the cover! That is clearly a ghoul!

That's the one. I was starting to think I was just getting confused as I couldn't find either the file that put me on to it (it was at my work) or any clues online, but I also had an odd thought that it might have been called The Institute and wasn't sure quite why I was connecting that name and cannibalism. But lo and behold the other Stuart Kinder title! Thanks for that, I'm glad my brain hasn't totally gotten away from me. Now I'm guessing I came across it by accident originally and was just looking in the wrong place when I tried to find it again in the last couple of days. Should be able to confirm when I'm next in.
