Am posting this on behalf of a friend of mine who is keen to rediscover a story he read and enjoyed years ago but can no longer recall the specifics of title or author. So like John Phillip Law's Sinbad summoning up Robert Shaw's guardian of the well I invoke the gestalt entity that is the collective intelligence of the Vault in the surety that it will provide an answer.
The story is set in Ireland where a man encounters a noblewoman on horseback who is attended by a pack of hounds. By the story's end the man himself has been transformed into one of the spectral pack.
Now I was convinced that this was a slight misremembering of Chetwynd-Hayes's "Lord Dunwilliam and the Cwn Annwn". But I sent my friend a copy of WELSH TALES OF TERROR and, much as he enjoyed that story, he tells me its not the one he had in mind.
So while I personally am now flummoxed I have the utmost faith that the denizens of the Vault will not be.

Sounds like your friend is looking for John Collier's The Lady On The Grey.

Could it be "The Lady on the Grey" by John Collier, anthologized in Best Black Magic Stories (1960), edited by John Keir Cross? That's a very effectively told storyette.
