A gold star to the first person who knows how these two are connected to Peter Saxon: Gerald Kersh - Men Without Bones and the Joan Kahn edited anthology Graveyard Shift.

Well I know that the cover for GRAVEYARD SHIFT was also used for THE TORTURER, but other than that, I'm stumped!

very puzzling... The Torturer cover art is one thing, but it's the Kersh that's most intriguing. no direct link that can be thought of offhand, though Kersh was a chum of Jack Trevor Story's and knew Moorcock, i think, which ties him to Bill Baker. also, WDL was the same company which became responsible for Five Star, which may mean that Baker was an editor there before joining Fleetway (a lot of his early paperback stuff and deblaked titles went through their imprints) which would posibly make him the editor on that anthology... and given their backgrounds and experiences, i bet he knew steve francis (kersh, that is). and the kersh cover artist did a lot of five star by the look of it.
and that's me out of ideas. now watch sev say i'm barking right up the wrong tree...

That's all very interesting Mr. Pulps, but with me you should always go with the most obvious - it was just a case of Five Star re-using other covers for their own use, as has been amply demonstrated on the Five Star checklist thread. Here's my favourite though:
